Chris Bywater

Founding Partner


Chris has over eighteen years experience in the fields of industry, community and labour force development.

Following six years with Industry Canada's Pacific Office, Chris spent 3 years in the Queen Charlotte Islands working on community development projects with the Greater Massett Development Corporation (a unique joint venture between the Village of Masset and the Old Massett Indian Band).  In 1998 Chris formed a private consulting practice to work on human resource analysis and development projects for the forest products industry, BC government, Forum of Labour Market Ministers, Institute of Chartered Acountants, the Industry Training Authority and companies in Canada and the United States.

Since forming Fulford Harbour Consulting with Lee Middleton in 2004, Chris has worked on industry training projects for 3 national Sector Councils (Petroleum, Apprenticeship and Wood Manufacturing).  Chris has also done extensive labour market analysis work and numerous projects on secondary school apprenticeship programs.

Chris has a Bachelor of Business Administration from Simon Fraser University and a Masters of Public Administration from Carleton University.  When not attempting a renovation to his house at the edge of his skills, Chris can usually be found on some form of water, frozen or melted, doing something.
