Application Deadline

The deadline for submitting assessment application forms to guarantee appointments in time to be certified for February 28, 2011, was April 30, 2010. Letters from the BCACS were sent out in March to all operators registered with them.

All operators must be certified by February 28, 2011. After this date, if you do not hold a valid operator's certificate (acceptable to WorkSafeBC, in accordance with OHS regulation) you will not be in compliance with the regulation and will not be legally permitted to operate a crane in BC.

If you did not submit your application before April 30, 2010, the scheduling of your assessment is not guaranteed to take place in time to meet the deadline mandatory certification.

Incumbent Status

As of July 2009, all incumbent operators must book an asssessment appointment with Fulford CraneSafe by 31 October 2009 to retain their status.

As of 1 November 2009, all incumbent crane operators who have not booked their assessment appointment will lose their incumbent status and will therefore be required to write the theory test (with the Industry Training Authority of BC) as well as complete the assessment with Fulford CraneSafe.

All incumbent operators should have received a letter from the BC Assocation of Crane Safety outlining this requirement.

Notification of Assessment

A Notice of Assessment will be sent to all crane operators registered with the BC Assocation for Crane Safety (BCACS) by the end of May 2009. All operators have until February 28, 2011 to be certified.

Notification was initially sent to groups of 1,500 operators. From this point forward, crane assessments will be booked on a first come, first served basis.

Notification Letters

Over 10,000 operators have registered with the BC Association for Crane Safety (BCACS) and 500 with the Yukon Northern Safety Network (YNSN).

In order to certify all of these operators the Crane Certification program will be rolled out in stages. The BCACS will send out notification letters to operators in the order which they registered with the Association.

The notification letter will inform the operator that they have 90 days from the time the letter was mailed in which to be assessed. Ninety days will give operators time to prepare themselves for assessment.

Letters will be sent to those operators who registered prior to June 30th 2007 and who are considered 'incumbent operators' by the BCACS.

Here is the schedule on which notification letters will be sent out:

  • December 2008 to January 2009
    Letters to the first 2500 operators registered
  • March 2009
    Letters will be sent to the next 1500 operators registered
  • June 2009
    Letters will be sent to the next 1250 operators registered
  • September 2009
    Letters will be sent to the next 1250 operators registered
  • December 2009
    Letters will be sent to the next 1250 operators registered
  • March 2010
    Letters will be sent to the next 1500 operators registered
  • June 2010
    Letters will be sent to the next 3500 operators registered
  • September 2010
    Letters will be sent to the remaining operators registered in the database (approximately 1500 operators)

Tower Crane process is different

The exception to this roll out is for tower crane operators who will all receive notification of assessment letters by the end of January 2009. There are approximately 500 tower crane operators currently registered with the BCACS. Tower Crane operators are being sent separate notification because compliance requirements are different for tower crane operators – who, by industry request, must all challenge the Industry Training Authority (ITA) core and tower theory test as well as take the practical assessment to be certified as competent per Occupational Health and Safety Regulations (OHSR).

From receipt of their letter tower crane operators will have 90 days in which to take their practical assessment and then a further 90 days from the date of assessment in which to challenge the ITA theory test to receive their Certificate of Qualification - Tower Crane Operator. Possessing the ITA Certificate of Qualification: Tower Crane Operator brings a tower crane operator into full compliance with OHSR.

New operators certification process

New operators (non-incumbent operators) are those who registered with the BCACS after June 30th 2007. These operators will need to take the CraneSafe practical assessment as well as the ITA theory test to challenge the crane qualification that matches the crane type they wish to operate.

Successful challengers of the ITA theory test who also demonstrate practical competence will receive the CraneSafe certificate of competence as well as the ITA Certificate of Qualification for the appropriate crane type.

Possession of the appropriate ITA Certificate of Qualification brings the operator into full compliance with OHSR.

New operators will be able to receive their assessment upon application to Fulford's CraneSafe certification program and will be given an assessment appointment after the weekly assessment schedule is put together for incumbent operators, as space permits.

Our first priority is to serve incumbent operators but any left over assessment slots will be assigned to new operators registered with the BCACS. However it is our intention to assess all operators who contact us for an appointment within one month of their applying for an assessment.

Information for those requiring an earlier assessment appointment

For those operators who are registered as incumbents and who wish to be assessed before they receive a letter from us informing them that assessment is available we will attempt to assess them as soon we can.

We book our assessors 10 days in advance. Where incumbent operators have not taken all of our available assessment slots we will assign these to incumbents who wish to be assessed earlier than they would be by waiting for our letter.

Our priority to serve operators is as follows:

  • Incumbent operators who have received a notification letter from the BCACS.
  • Incumbent operators who have not yet received a notification letter (those who registered later in the registration window).
  • New operators registered with the BCACS.
