CraneSafe Certification Levels

CraneSafe Certification has four levels. These levels apply to all of the crane classifications.

Level A CraneSafe Certificate

LEVEL A – Full Scope Crane Operation

This is the highest level of certification and is achieved by successfully completing the CraneSafe Level A Assessment.

This level is the full scope journeyperson status. The operator has the defined skill, knowledge and ability to perform any lift presented on any given day within the safe operation and lifting capacity of the crane being used.


LEVEL B – Certification for Trainee Crane Operators

Level B CraneSafe Certificate

Requirements

Level B Certification is held by apprentices and trainee crane operators who are formally engaged in a workplace training program for a specific crane type.

A successful result on the Level B BCACS Crane Core Theory Exam (an online multiple choice test) is required for certification.

The Level B Certificate is valid for up to one year and is renewable by application.

The Level B Certiificate is valid for the crane type indicated on the application form (see the crane type hierarchy table).

A list of crane operator competencies is available below.

Applications for Level B are issued to:

  1. Operators who are engaged in workplace training program / apprenticeship program.
  2. Fully trained operators who are not in possession of a recognised competency certificate (i.e. Red Seal, CraneSafe Level A Certificate) may apply for a Level B certificate but must also begin the process of a Level A certification at the same time.

Supervision

All ordinary lifts performed by the apprentice / trainee operator must be under the indirect supervision of an individual who is qualified to supervise crane operations. The employer is to ensure that the supervisor is properly trained for the task and that there is a plan for supervision.

LIfts

All critical lifts (as defined by WorkSafeBC) performed by the apprentice / trainee operator may only be under direct supervision. Direct supervision requires that the supervisor is close enough to observe the lift and to provide verbal directions to the operator.

LEVEL C – Letter of Permission

Level C Letter of Permission

Letter of Permission

The Level C Letter of Permission is intended for new / prospective crane operators. It in no way indicates that the holder possesses competence to run a crane. Level C Letters of Permission permit a prospective crane operator to learn in a controlled directly supervised environment.

Level C Letters of Permission are valid for 6 months and are non-renewable. If, however, you change employers within the 6 month period, you may reapply with your new employer information.

The operator may only operate the type of crane indicated on the application form and the Letter of Permission.

Direct Supervision

The Level C Letter of Permission permits operation of the specified crane only while under direct supervision. Direct supervision requires direct line of sight observation of the trainee and requires the supervisor to be close enough to the operator to communicate verbally with the operator.

Lifts

No critical lifts (as defined by WorkSafeBC) are permitted.


LEVEL D – Not-Full-Scope Crane Operation

Level D CraneSafe Certificate

The Level D (Not-Full-Scope) Certificate is held by the employer on behalf of the employee and is not transferable between worksites or employers. Should the Level D crane operator leave the employ of the employer named on the Level D Certificate, the Certificate is invalidated.

Level D certification permits operators to operate any crane(s) for which they have successfully completed an in-house competency certification program at the the worksite indicated on the application form and the certificate.

A successful result on the Level D BCACS Crane Core Theory Exam (an online multiple choice test) is required for certification.

The operator may only operate the type of crane indicated on the application form and the Level D Certificate.

Lifts

No critical lifts (as defined by WorkSafeBC) are permitted.

Proof of Training

The employer must be prepared to show evidence that the operator has received training for the specified crane(s) operated. This can include:

  • an Employer's Record of Training for Level D Certified Crane Operator
  • BCACS electronic logbook
  • purchased training materials
  • confirmation of training by a designated instructor, etc.

Crane Logbook

Worker's Compensation regulations require a crane equipment log book, or daily check sheet record, to be kept with the crane and accurately filled out each day the equipment is used. This log book is in addition to a vehicle log book required by commercial transport regulations.
