NOTE Posted 15 November 2010 Deadline February 28th, 2011End of Two-Year Assessment Campaign With the introduction of mandatory crane operator certification in British Columbia, a two year assessment campaign was launched to give existing crane operators from all regions of the province the opportunity to be certified prior to the February 28th, 2011 deadline. This two year assessment campaign will close on February 28, 2011 and the assessment capacity retooled to on-going operational levels. This reworking of the assessment system requires the fee for practical assessments to increase for assessments delivered after February 28, 2011. This fee is the same for any location in British Columbia and the assessment application process remains the same. Posted 14 September 2010 Schedule of AssessorsProposed schedule of assessors by region CraneSafe Certification assessors will be touring BC to provide crane operators in all regions of the province with the opportunity to be assessed prior to the deadline of February 28, 2011. The following is a tentative schedule to be confirmed by the BCACS. In order to ensure certification before the deadline, crane operators and/or employers should begin the assessment process as soon as possible. Yes – the Crane Industry and the BC Association for Crane Safety realise that the first year of any Certification program uncovers things that need to be changed.
However, Certificate classes have been issued to standards supported by industry that were in force at the time of assessment. As the Certification adjustments are just that – adjustments and not major changes – all previous certificates are considered valid by Fulford CraneSafe and the associated regulators in BC and Yukon.

Level D Certification
Level D is for private industrial employers whose operators must meet strict criteria to receive the Level D Certificate. Industry, through the BC Association for Crane Safety (BCACS), has informed us that they are reviewing additional requirements for non-incumbent Level D recipients.
We have suspended issuance of non-incumbent Level D Certificates until further notice while the BCACS consults with industry to identify the additional requirements non-incumbent Level D Operators must meet to be certified.
Level C Certification
Level C is under review – industry wishes to adjust this category of Certification slightly. Level C permits new operators to begin their learning under direct supervision of a qualified individual. Level C also restricts the type of lifts the operator is permitted to perform. We expect Level C Certification will be valid for 90 days. Adjustments to Level C are expected to be minor – changes are likely only to ensure a good fit with Level B Certification.
Level B Certification
Level B is also under review by industry. Level B is intended to be used by apprentices and other trainees who are learning to operate a crane, or learning to operate a different class of crane on the job. It requires an operator be indirectly supervised with some restrictions as to type of lifts the operator can perform.
Questions about Level B Certification centre around the length of time the Certification is valid, the entry requirements to receive Level B Certification and the practical application of indirect supervision as well as the paperwork requirements for documentation of critical lifts and the like.
How will these questions be answered and considerations decided?
Industry has been very actively involved through the BCACS in all aspects of the CraneSafe Certification System. The main vehicle for industry input in BC and Yukon has been a series of Crane Task Group Consultations organised by the BCACS. These have been very strongly attended. The BCACS will convene an update Task Group Consultation to address the above questions on Level D, B and C Certification as well as other points.
It is expected the Crane Task Group Consultation will be held in April 2010.

Effective 10 February 2010, the cancellation and rescheculing policy has been amended.
Due to the precise coordination of our assessment schedule, to better serve our clients throughout the Province, we have increased the cancellation fee and implemented a rescheduling fee for appointments within 10 to 30 days of a confirmed assessment appointment.
We build precise schedules for our Assessors, coordinated with clients who book operators and equipment sometimes months in advance. This is in order to keep our fee the same for everyone in the Province of BC. A change in this schedule is difficult to accommodate without impacting our other crane operators and employers.
The rescheduling fee allows operators and employers the flexibilty to change their dates of assessment for unavoidable business reasons or to allow operators additional preparation time, but limits changes to reduce inconvenience to our other clients.

The deadline for Incumbent Operators to apply for a CraneSafe Certification assessment has been extended (from 31 October 2009).
A new deadline will be announced shortly after which you will be required to write the Industry Training Authority challenge exam (at an additional cost of $120) to be certified.

Minimum Crane Sizes for Assessment Purposes

In the Mobile Hydraulic Crane – 80 Tonnes & Under, as well as the Stiff Boom Truck – 40 Tonnes & Under classifications we are facing situations where operators choose to be assessed on machines that don't permit the operator to show the full range of competencies we require to certify competence.
Mobile Hydraulic – 80 Tonnes & Under
An example of this is operators assessed on Carry Deck or other fixed cab type machines. These machines lack a turntable, swing functions, outrigger beams etc. Assessing an operator on a Carry Deck type crane does not allow our assessor to see evidence of competent setup.
Stiff Boom – 40 Tonnes & Under
In this category we are seeing operators come for their assessment on ladder type trucks with an electric winch mounted at the tip of the ladder / boom. These machines are much simpler and lighter duty than a 10 tonne plus stiff boom truck mount and again do not permit our assessor to judge competence.

Where the machine does not permit the operator to show full competence we may issue a restricted certificate. In many cases a restricted certificate is entirely appropriate for the work that is being performed, and these restrictions can be requested by the operator. They are:

As of July 2009, all incumbent operators must book an asssessment appointment with Fulford CraneSafe by 31 October 2009 to retain their status.
As of 1 November 2009, all incumbent crane operators who have not booked their assessment appointment will lose their incumbent status.
All incumbent operators should have received a letter from the BC Association for Crane Safety outlining this requirement.

A Notice of Assessment will be sent to all crane operators registered with the BC Assocation for Crane Safety (BCACS) by the end of May 2009. All operators have until February 28, 2011 to be certified.
Notification was initially sent to groups of 1,500 operators. From this point forward, crane assessments will be booked on a first come, first served basis.

CraneSafe Certification has four different levels. Each of the crane certification machine types uses these four levels.

On April 8, 2009, Minister Black presented certificates to crane operators who had completed their CraneSafe Certification.
Since 2007, changes to the BC Occupational Health and Safety Regulation have made certification for crane operators a requirement.
The BC Association for Crane Safety is responsible for the CraneSafe Certification system developed with the support of the BC Association for Crane Safety, WorkSafeBC and industry.

Worker's Compensation regulations require a crane equipment log book, or daily check sheet record, to be kept with the crane and accurately filled out each day the equipment is used. This log book is in addition to a vehicle log book required by commercial transport regulations.
